Cardinia Shire is located on Melbourne's south-east fringe. The Shire encompasses a total land area of 1,280 square kilometres. Cardinia Shire is a rapidly developing residential area, with large areas of land still allocated for urban development, and surrounding rural areas. The central areas of the Shire are the most urban, containing the major population centre, Pakenham. The population is also spread among many small rural townships and rural-residential areas. Rural land is used largely for agriculture and horticulture, particularly dairy and beef farming and vegetable production, with some viticulture.

Key employment sectors in Cardinia Shire include retail trade, construction, education, manufacturing, health care and agriculture, forestry and fishing. Cardinia Shire features many retail centres, including Arena Shopping Centre, Beaconsfield Plaza, Heritage Springs Shopping Centre, Lakeside Square Shopping Centre, Lakeside Village, Pakenham Central Marketplace and Pakenham Place Shopping Centre, with bulky goods at South East Mega Homemaker Centre. Educational facilities include numerous private and public schools. The main industrial areas are located in the suburb of Pakenham. The key health care facilities in Cardinia Shire are Cardinia Casey Community Health Service and Koo Wee Rup Regional Health Service. The primary agricultural industries are fruit and vegetable production (including potato and asparagus growing), dairy farming and beef cattle, with some orcharding, market gardening and egg production.
