Output by industry is a gross measure of the total sales of each industry sector in Cardinia Shire. It does not measure how productive each industry sector is at producing this output - which is measured by value added.

An analysis of the output by industry sectors in Cardinia Shire in 2019/20 shows the three largest industries were:
- Construction ($2,250 million or 30.6%)
- Manufacturing ($912 million or 12.4%)
- Rental, Hiring and Real Estate Services ($486 million or 6.6%)
In combination these three industries accounted for $3,648 million in total or 49.6% of the total output by total industry in the Cardinia Shire.
In comparison, the same 3 industries in Victoria accounted for 15.1% in Construction; 11.9% in Manufacturing and 7.3% in Rental, Hiring and Real Estate Services.
The major differences between output by industries of Cardinia Shire and Victoria were:
