In Toowoomba Regional Council area, Health Care and Social Assistance is the largest employer, generating 10,790 FTE jobs in 2017/18.
Full-time equivalent (FTE) employment is modelled by NIEIR and takes into account differences in hours worked between industry sectors. It is a measure that allows direct comparison of employment between industries in Toowoomba Regional Council area.

FTE employment is calculated directly by dividing the total hours worked in each industry by 38. An analysis of the jobs held by the full-time equivalent local workers in Toowoomba Regional Council area in 2017/18 shows the three largest industries were:
- Health Care and Social Assistance (10,790 full-time equivalent local workers or 14.6%)
- Construction (6,959 full-time equivalent local workers or 9.4%)
- Retail Trade (6,498 full-time equivalent local workers or 8.8%)
In combination these three industries accounted for 24,246 people in total or 32.9% of local workers.
In comparison, RDA Darling Downs and South West Region employed 11.9% in Health Care and Social Assistance; 10.9% in Construction; and 8.5% in Retail Trade.
